2.6 Transferring in and off Island when a Child is subject to a Child Protection Risk Action Plan

1. Transferring In

1.1 When the Initial Response Team receives notification from a local authority in the UK or Ireland that a child/ren is moving/has moved to the Island who is/are subject to a Child Protection Risk Action Plan in their area, a Social Worker from the Initial Response Team will be allocated. The allocated Social Worker will Inform the Senior IRO.
1.2 The allocated Initial Response Team Social Worker will organise the transfer in, liaise with the local authority social worker and make any immediate visits required/liaise with other relevant professionals locally so they are aware of the situation.
1.3 The Senior IRO will convene a Child Protection Conference as soon as possible. A Pre Meeting Report must be supplied in electronic format by the social worker from the local authority concerned. The Senior IRO will inform the Care Management Team Manager of the notification and a Social Worker will be allocated if appropriate. The allocated Social Workers from the Initial Response Team and the Care Management Team will attend the Conference.
1.4 The allocated Social Worker from the Care Management Team will organise a Core Group following the Conference.


2. Transferring Off Island

2.1

As soon as a Social Worker becomes aware that a child who is subject to a Child Protection Risk Action Plan on the Island and their family are relocating to the United Kingdom or Ireland they should:

  • Inform the Senior IRO;
  • Contact the Local Authority or Department of Social Care in the relevant area and inform them of the situation;
  • Liaise with the allocated Social Worker from the receiving area and supply all relevant information, including copies of appropriate documentation;
  • Make arrangements to go to the area to attend the Transferring in Conference (which should take place within 15 days of the notification of the transfer) and produce a pre meeting report;
  • Once the transfer has been made and the child is subject to protective arrangements in their new location the local Child Protection Risk Action Plan can be ended outside of Conference using the ‘End CP Plan Outside of Conference’ procedure on Protocol.
